House Works Bills – Including Tobacco 21

HouseChamber (March 2, 2023) Today, the Kansas House met to work bills coming out of committees.  The House voted on the following:

House Bill 2269 regarding cigarettes, electronic cigarettes and tobacco products, raising the minimum age for sale, purchase or possession of such products to 21 years of age.  The bill saw an attempted amendment to eliminate smoking on Kansas casino floors, but the amendment was ruled not germane.  
The bill passed on a vote of 68-53.

House Bill 2058 concerns alcoholic beverages, relating to the special order shipping of wine; requiring remittance of gallonage taxes.
Passed on a vote of 112-10.

House Bill 2059 concerns alcoholic beverages; amending the common consumption area law to permit rather than require roads be blocked and allowing designation of such areas by signage.
Passed on a vote of 116-6.

House Bill 2170 concerns alcoholic beverages; relating to spirits distributors, wine distributors and cereal malt beverage distributors; regulating samples.
Passed on a vote of 115-7.

House Bill 2124 concerns alcoholic beverages; relating to the Kansas cereal malt beverage act; allowing businesses to sell cereal malt beverage by the drink on Sundays without requiring that 30% of such businesses’ gross receipts be derived from the sale of food.
Passed on a vote of 97-25.

House Bill 2176 concerns library districts; creating the Arkansas city area public library district act and the Udall area public library district act; requiring an election to create such district; authorizing a tax levy therefor. 
Passed on a vote of 110-12.

House Bill 2290 concerns higher education; authorizing the affiliation of northwest Kansas technical college and north central Kansas technical college with Fort Hays state university. 
Passed on a vote of 121-1.

These bills will now go to the Senate.

The House also voted on Senate Bill 39; concerning the state capitol; relating to permanent displays and murals; directing the capitol preservation committee to develop and approve plans for a mural honoring the 1st Kansas (Colored) Voluntary Infantry regiment.  The legislation will now go to the Governor.
