President's Perspective – Advocacy Starts Now

(Dec. 12, 2025) – The 2026 Kansas Legislative Session is right around the corner, and with it comes a fast-paced, election-year environment. Because every member of the Kansas House, all statewide elected offices, and a U.S. Senate seat are on the ballot, legislators will be focused on visible issues that resonate with voters—and hospitals must be prepared to engage.

KHA has developed a 2026 Legislative Preview to help members understand the landscape. Key topics include budget and federal funding pressures, ongoing hospital policy discussions such as the 340B Program, price transparency, scope-of-practice proposals and workforce challenges that affect hospitals across the state.

With the start of the carry-over year, many policy discussions are positioned for swift action under the dome, and your voice will be essential as decisions are made in Topeka.

Now is the time to lean in. Lawmakers rely on the firsthand experience of hospital leaders to understand how legislation affects patients, staff and communities. Sharing your perspective ensures that policy decisions are grounded in the realities of care delivery—not assumptions.

We are excited to recognize at this event, our third Advocacy All-Stars class, and provide all participating members an opportunity to join this year’s All-Stars in critical face-to-face conversations with legislators during our Advocacy Day. To help in conversations on topics before the legislature, KHA has developed a 2026 State Issues Brochure to help assist you with topics that will be important to policymakers to hear about this session. We hope that you will share this with your state policymakers during your discussions.
