Kansas Senate Chamber (March 18, 2026) – Senate Bill 393 – Alcoholic beverages; relates to days and hours of sales; authorizes any county or city to allow the sale of alcoholic beverages 23 hours a day, seven days a week for the duration of the FIFA 2026 world cup

Senate Bill 409 – Insurance; relates to health insurance coverage; requires that a no cost-sharing requirement be imposed on insureds for diagnostic and supplemental breast examinations for breast cancer

Senate Bill 441 – Education; relates to school districts; enacts the Applied Behavior Analysis Services in School Act; authorizing medically necessary behavioral health services in schools to students with autism and third-party payment for such services; requiring private providers of such services to submit to a criminal history record check; requiring school districts to adopt policies for the provision of such services

Senate Bill 521 – Provides for credits for payment of employee's child care and contributions to a third party for increased child care options.

Senate Bill 522 – Health and health care; relates to medical mandates; enacts the Kansas Medical Freedom Act to prohibit the denial of an individual's access to certain services based on such individual's medical choices

House Bill 2374 – Health care professions; creates a Specialty Practice Student Loan Program; establishes the Specialty Medical Loan Repayment Fund; allows for transfers from the Psychiatry Medical Loan Repayment Fund and the OB-GYN Medical Loan Repayment Fund to the Specialty Medical Loan Repayment Fund; abolishes the Psychiatry Medical Loan Repayment Fund and the OB-GYN Medical Loan Repayment Fund

House Bill 2509 – Health and health care; relates to the Health Care Provider Insurance Availability Act; adds advanced practice registered nurse to the definition of health care provider; adds an advanced practice registered nurse position to the Board of Governors of the Health Care Stabilization Fund; requires advance practice registered nurses to maintain professional liability insurance as a condition of active licensure

House Bill 2520 – Adult care homes; relates to the Adult Care Home Licensure Act; amends the definition of home plus to increase the cap of residents from 12 to 16

House Bill 2536 – Kansas Uniform Guardianship, Conservatorship and Other Protective Arrangements Act; requires the secretary for the Kansas Department for Aging and Disability Services to approve training programs for proposed guardians for certain adults who have a cognitive impairment or are diagnosed with a neurological condition; requires such proposed guardians to complete an approved training program prior to appointment as a guardian

House Bill 2562 – issuance of a special license plate or permanent or temporary placard for a person with a disability based on documentation of satisfactory proof of disability from a physical therapist

House Bill 2564 – Insurance; relates to dental benefit plans; provides for the use of alternative forms of payment; allows such payment to remain in force for the duration of the contract between a dentist and a dental benefit plan House Health and Human Services Committee

House Bill 2587 – Health and health care; relates to the regulation of certain drugs; authorizes a licensed private psychiatric hospital to maintain a stock supply of emergency medication kits for pharmaceutical emergencies

House Bill 2602 – Labor and employment; relates to employment benefits; establishes requirements for a portable benefit plan for an independent contractor; determines type and amount of contributions to a portable benefit plan; provides for a subtraction modification for contributions to a portable benefit plan for Kansas income tax purposes

House Bill 2627 – Veterans and military; relates to permissive preference in private employment; expands permissive preference to include servicemembers and eligible spouses

House Bill 2703 – Insurance; relates to accident and health coverage; enacts the Kansas Health Insurance Affordability Transparency Act; requires the Kansas Department of Insurance to prepare a report upon the request of a legislator concerning the financial impact to covered individuals that would result from the passage of certain health insurance legislation

House Bill 2719 – Administrative rules and regulations; relates to the Rules and Regulations Filing Act; provides exceptions for technical amendments; creates a process for certain rules and regulations to receive priority status in the adoption process; removes references to the revival of rules and regulations; clarifies that the Kansas Department of the Budget is not required to approve proposed rules and regulations that are otherwise mandated by federal law; adds references to the Kansas Department of Corrections rules and regulations that are not subject to the act; requires an agency to submit a proposed rule and regulations to the Joint Committee on Administrative Rules and Regulations prior to presentation of a bill to the legislature for ratification and resubmit a rule and regulation to the committee if ratified

House Bill 2727 – Abortion; relates to the Woman's-Right-to-Know Act; provides for the plaintiff to elect to limit recovery in claims brought for violations of such act; makes the laws providing for medical malpractice screening panels inapplicable when such election is made

House Bill 2729 – Abortion; relates to the Woman's-Right-to-Know Act; requires the Kansas Department of Health and Environment to provide certain forms and notices to physicians

House Bill 2760 – Health professions and practices; relates to estheticians; enacts the Esthetics Licensure Compact to provide interstate practice privileges

House Bill 2769 – Property taxation; relates to budgets and expenditures for public services established by governing bodies of subordinate service taxing areas; requires members appointed to governing bodies to be residents of such taxing area
