House Health and Human Services Works Board of Nursing Bill and Naturopathic Medicine Bill
(Feb. 13, 2026) – Today, the House Health and Human Services Committee met to consider bills, including House Bill 2528, which requires all state board of nursing actions related to nonpractice violations to be void; allows late license renewal for professional, practical, and advanced practice registered nurses; sets fees for late license renewal; limits unprofessional conduct to acts related to the practice of nursing; prohibits the board from taking retaliatory action against a licensee based on certain lawful actions; creates a civil cause of action for violation thereof; requires that board members be subject to Senate confirmation; and requires the board to issue refunds for overpayment or duplicate payment.

The committee passed the bill as amended.
The committee also took final action on House Bill 2366, which expands the scope of practice of naturopathic doctors, specifies continuing education requirements, increases the required amount of professional liability insurance and modifies certain provisions relating to the licensure and regulations of naturopathic doctors. The committee saw a motion to add naturopaths to the Health Care Stabilization Fund, clarify intent, set malpractice insurance requirements and other amendments.
The bill was recommended favorably for passage and will now move to the House.
