House Health and Human Services Hears and Reworks Bills

Physical Therapy2 (March 13, 2023) – Today, the House Health and Human Services Committee, chaired by Representative Brenda Landwehr (R-Wichita), held a hearing on Substitute for Senate Bill 131. The legislation permits an out-of-state physician to receive a sports waiver to practice medicine in this state on a limited basis during certain sporting events. It also permits the Kansas State Board of Healing Arts to adopt procedures to allow other licensed and regulated health care professionals to be issued a sports waiver.

Proponent testimony was received by:

  • Senator Jeff Pittman (D-Leavenworth)
  • Courtney Cyzman, Kansas Board of Healing Arts, who requested an amendment
  • Dr. Nicole Yedlinksy
  • Brian Williams, AMS of Sports Medicine
  • Travis Oller, Kansas Chiropractic Association

The committee made an amendment requested by the Kansas State Board of Healing Arts and recommended the legislation favorably for passage.

The committee also, for a second time, took up Senate Bill 180. The legislation biologically defines females. The committee saw amendments to clarify unisex and associate it with the American Disabilities Act. The committee also saw an amendment regarding the use of binary facilities for those who don't feel safe. After discussion, the amendments were withdrawn and a motion was made to revisit Senate Bill 180 at a later date.
