(May 19, 2025) - House committees continue to mark up their portions of the “One Big Beautiful” budget The "One Big Beautiful" budget reconciliation bill that contains various Medicaid provisions is on a legislative roller coaster. It stalled in the House Budget Committee on Friday as four conservative Republicans revolted against House GOP leadership, arguing that it did not cut enough to justify tax cuts. Then, after a weekend of negotiations, this same conservative bloc allowed the bill to be reported to the floor by voting "present" instead of "no" at an unusual Sunday night committee meeting.
The big question is what was promised to this bloc in exchange for not opposing the bill in committee. This will be the big reveal when the full House moves to consider the bill and Representative Jodey Arrington (R-TX), the bill's "manager," or member who oversees its amendments and timelines, introduces his manager's amendment. It will likely include all deals made with various GOP factions.
Before any of this can happen, however, the Rules Committee must report a rule for the bill's consideration and this rule must pass on the House floor. The bill in front of the Rules Committee remains unchanged from the compilation of all the various committees' work on this legislation over the past month. GOP House leadership is aiming to vote on final passage by the end of the week, but they have hurdles both procedural and policy-wise to clear.
