Star Bonds, Tax, and Budget See House Attention

Budget 3 (Feb. 26, 2026) – Today, the Kansas House took final action on the tax and budget bills that were discussed yesterday.

The House voted on the following:

Sub for House Bill 2434, as amended, concerns fiscal year budgets for fiscal years 2026, 2027, 2028 and 2029 for state agencies. The bill passed 68-53. This bill is likely to go to conference with the Senate.

House Bill 2745, as amended, concerns property tax, revenues and jurisdictions, protest petitions and limitations to property tax increases. The bill passed 76-45.

The House also made a motion to concur with House Bill 2223, which amends certain provisions of the optometry law regarding scope of practice, definitions and credentialing requirements. The Senate voted on the bill earlier this month, 34-6. The House now has a 98-33 motion to concur, and the bill will go to the governor.

The House also debated House Sub for SB 197, an Act concerning economic development; relating to the STAR Bonds Financing Act; relates to STAR bond project district requirements; authorizes STAR bond projects in certain counties within certain metropolitan statistical areas as rural redevelopment projects; sets certain visitor origin requirements and requires the secretary to enforce those requirements against developers that fail to meet them; requires the secretary to make certain information concerning STAR bond projects publicly available on the website of the Kansas Department of Commerce; prohibits State General Fund moneys from being pledged for the repayment of any special obligation bond issued by a city or county to finance a STAR bond project; prohibits a city or county from using eminent domain to acquire real property for a STAR bond project; requires the secretary to add to the secretary's annual report information regarding business movement into and out of STAR bond districts and local sales tax revenues lost as the result of such movement; and extends the expiration date of the STAR Bonds Financing Act to July 1, 2031. The bill was amended and passed 82-38. The bill will now go back to the Senate for a motion to concur or to a conference committee.
