Senate Public Health and Welfare Committee Works Bills

KansasCapitol (Mar. 21, 2024) – Today, the Senate Public Health and Welfare Committee, chaired by Sen. Beverly Gossage, worked the following bills:

House Bill 2751 authorizes the Kansas Department for Aging and Disability Services to condition or restrict a disability service provider license, grants the secretary authority to grant regulation waivers unrelated to health and safety and authorizes correction orders and civil fines to be appealed to the secretary. The committee added language to allow the agency to waive a requirement of the rules and regulations if in the public interest and will not detrimentally affect public safety if the care is being provided in a hospital licensed under this act. The committee recommended the bill favorably as amended.

House Bill 2784 transfers authority for certification of continuing care retirement communities from the Kansas Insurance Department to the Kansas Department for Aging and Disability Services. The committee amended the bill to add home plus facilities and changed the language around annual reports submitted to the secretary rather than the commissioner. The committee recommended the bill favorably as amended.

House Bill 2749 requires medical care facilities and providers to report the reasons for each abortion performed at such facility or by such provider to the secretary of the Kansas Department of Health and Environment. The committee recommended the bill favorably for passage.
