House Health and Human Services Committee Recommends Bills for Passage

Legislative Priorities (Feb. 16, 2026) – Today, the House Health and Human Services Committee recommended the following bills favorably for passage:

House Bill 2250 increases the annual assessment rate for hospital providers.

House Bill 2370 requires additional licensing requirements for assisted-living facilities with dementia care.

House Bill 2676 permits a pharmacist to initiate therapy for certain conditions, consistent with the pharmacist's education, training and experience.

House Bill 2702 provides that applicants for a physician assistant license must submit to a criminal record check, provides for collaboration between physicians and physician assistants and requires the revocation of a physician assistant license under certain circumstances.

House Bill 2740 adopts compounding standards established by the United States Pharmacopeia and allows for exemptions from such standards.

House Bill 2765 adds and removes certain substances from Schedules I, III and IV of the Uniform Controlled Substances Act and makes conforming changes to the Criminal Code's definition of fentanyl-related controlled substance.

House Bill 2760 enacts the Esthetics Licensure Compact, granting interstate practice privileges to estheticians.

House Bill 2763 enacts the Athletic Licensure Trainer Compact, granting interstate practice privileges to athletic trainers.

House Bill 2587 authorizes a licensed private psychiatric hospital to maintain a supply of emergency medication kits for pharmaceutical emergencies.

The committee also held a hearing on House Bill 2718. The legislation grants an adult care home resident the right to use the resident's pharmacy of choice without being charged a fee or financial penalty by the adult care home for that choice.

The committee did not take action at this time on this legislation and suggested this be discussed by both sides during the interim.
