House Chamber Discusses Bills

HouseChamber (March 28, 2023) – Today, ahead of the deadline to complete work tomorrow, the House of Representatives took up the following among bills before them:

House Substitute for Senate Bill 42 – the House budget bill. The legislation saw amendments that did the following:

  • Agency Grant Transparency Provisions, adopted by the House.
  • Technical amendment moving items within the bill. Adopted by the House.
  • Taking funds from the Problem Gambling Fund to revitalize horse racing in Kansas. The motion was not adopted on a vote of 52-70.
  • Freezes state agency employee full-time employee numbers to 2023 levels. The motion passed on a vote of 75-46.
  • A restoration of the Ad Valorem Tax Reduction Fund by removing the proviso that allows Kansas to bypass those funds. Adopted by the House on a vote 83-40.
  • Makes permit costs the same for in-state and out-of-state hunters. Adopted on a vote of 93-30.

House Substitute for Senate Bill 169 – House Tax Bill income tax, food sales tax, property tax exemptions for residential property from the statewide school levy.

House Bill 2317 provides that certain tax notices and statements may be transmitted by electronic means by the county treasurer if consented to by the taxpayer.

Senate Bill 180 establishes the Women's Bill of Rights to provide a meaning of biological sex for purposes of statutory construction.

House Bill 2439 requires notification to patients that the effects of a medication abortion may be reversible.

House Bill 2140 increases the age range of able-bodied adults without dependents required to complete an employment and training program to receive food assistance.

Senate Bill 174 increases criminal penalties for the crime of interference with law enforcement and health care; allows the Kansas attorney general to prosecute crimes that occur across county jurisdictions.

These bills will get a final vote before being advanced further.
