CMS Proposes Changes to Health Insurance Marketplace

CMS (Feb. 13, 2026) – The Centers for Medicare & Medicaid Services issued a Notice of Benefit and Payment Parameters proposed rule that will set the standards for the health insurance marketplace in 2027.

The rule would strengthen regulations on marketing practices, mandate a standard eligibility application, restore certain aspects of network adequacy authority back to the states using state-based exchanges, revise special enrollment periods and change the user fees charged to participating insurers.

CMS is accepting comments on the proposed rule through Friday, March 13.
