Senate Public Health and Welfare Hears Bill

Health and Human Services (March 3, 2026) – Today, the Senate Public Health and Welfare Committee held a hearing on Sub for House Bill 2250, which defines an emergency opioid antagonist to include an expired emergency opioid antagonist for a person rendering aid to another in reasonable need of medical assistance.

Conferees appearing before the committee included:

  • Rep. Pat Proctor (R-Leavenworth), Stacy Rogers and Amber Sale, private citizens who lost children to fentanyl overdose and Krissy Mayer of DCCCA. The committee also heard from proponent Ed Klumpp, representing law enforcement, who asked for an amendment to include first responders, but not pharmacies.

The committee also held a hearing on House Bill 2562. The legislation authorizes the issuance of a special license plate or a permanent or temporary placard to a person with a disability, based on satisfactory documentation of disability from a physical therapist. The committee heard testimony from proponent Jennifer Caswell and Chris Deck of the American Physical Therapy Association, Kansas Chapter.

The committee also took action on House Bill 2557, enacting the Interstate Compact for the Placement of Children and authorizing the administration and implementation of the compact, as well as joining with other states in the Interstate Compact for the Placement of Children. The bill was recommended favorably for passage and will now go to the Senate floor.

The committee will meet again tomorrow.
