Senate Financial Institutions and Insurance Committee Hears Group Insurance Pools

Insurance Files (March 12, 2026) – Today, the Senate Financial Institutions and Insurance Committee held a hearing on Senate Bill 528. The bill enacts the Kansas Municipal Self-Funded Medical and Prescription Drug Insurance Pool Act and establishes certain reserves, maximum exposure funding and reporting requirements for municipal self-funded medical and prescription drug insurance pools.

Proponents included Brian Rose of the Educational Services and Staff Development Association of Central Kansas Pool of School Districts.

Opponent testimony was provided by Ian Still of Benefitbay.

Neutral testimony came from Sarah Fertig of Blue Cross Blue Shield of Kansas, and Eric Turek of the Kansas Department of Insurance.

The committee will meet again next week.
