Schedule 2 (March 6, 2026) – Next week, committees will complete their last full week of hearing bills.  They will have only two additional days before they spend time working all day on the floor and begin conference committee work, including work on the state budget bills passed previously by the House and the Senate.

Monday, March 9
Senate Assessment and Taxation – 9:30 a.m. – Room 548S
Hearing: Senate Bill 521 – Provides for credits for payment of an employee's child care and contributions to a third party for increased child care options.

House Health and Human Services – 1:30 p.m. – Room 112N
Hearing: Senate Bill 322 – Removes the authority of the Kansas Board of Pharmacy to authorize individuals to access the Prescription Monitoring Program database by rules and regulations.

House Judiciary – 3:30 p.m. – Room 582N
Informational hearing: Authorizes the governor to make a declaration of need for enhanced security for an extraordinary event and provides certain powers to the governor during a period of such declaration. (2026, Senate Bill 523).

House Insurance – 3:30 p.m. – Room 218N
Informational hearing: House Bill 2684 – Provides price limits and other requirements for health benefits covering prescription insulin drugs and establishes the Insulin Affordability Program for the uninsured.

Tuesday, March 10
Senate Public Health and Welfare  8:30 a.m. – Room 142S
Hearing: House Bill 2587 – Authorizes a licensed private psychiatric hospital to maintain a stock supply of emergency medication kits for pharmaceutical emergencies.
House Bill 2702 – Provides that applicants for a physician assistant license submit to a criminal record check, provides for the collaboration between physicians and physician assistants and requires the revocation of a physician assistant license under certain circumstances.
Confirmation hearing: Mark Uhlig and Debbie Wilkerson, members of the University of Kansas Hospital Authority.

House Appropriations – 9:00 a.m. – Room 112N
Informational briefing: New mental health spending.

House Social Services Budget – 3:30 p.m. – Room 152S
Informational briefing: Enacts the Every Body Can Move Act to mandate the coverage and payment for prosthetic and orthotic devices in health insurance policies (House Bill 2566).

Wednesday, March 11
Senate Public Health and Welfare – 8:30 a.m. – Room 142S
Hearing: House Bill 2520 – Increases the number of allowed residents in a home-plus facility from 12 to 16.
House Bill 2524 – Permits the secretary of the Kansas Department for Children and Families to license family foster homes when certain persons reside in such home and creates an appeal process for family foster homes when licenses are not granted.
House Bill 2676 – Permits a pharmacist to initiate therapy for certain conditions consistent with the pharmacist's education, training and experience.

Senate Federal and State Affairs – 10:30 a.m. – Room 144S
Hearing: House Bill 2727 – Provides for the plaintiff to elect to limit the recovery in claims brought for violations of the Woman's-Right-to-Know Act and makes the laws that provide for medical malpractice screening inapplicable when such election is made.
House Bill 2729 – Requires the Kansas Department of Health and Environment to provide forms and notices to physicians pursuant to the Woman's-Right-to Know Act. Presentation of testimony.

Senate Education – 1:30 p.m. – Room 144S
Hearing: House Bill 2761 – Enacts the Speech-Language Pathology Assistant Act to provide for the licensure of speech-language pathology assistants.

House Appropriations – 9:00 a.m. – Room 112N
Informational briefing: Career Technical Education.
Final action: Senate Bill 181 – Limits the annual amount of expenditures and demand transfers from the State General Fund, requires certification by the state treasurer and provides for additional requirements on the governor's and legislature's budget plans and legislative measures.

Hearing: Senate Bill 413 – Prohibits counsel from suggesting an amount of damages for non-economic loss in civil actions.

Hearing: Senate Bill 360 – Enacts the Kansas Consumer Prescription Protection and Accountability Act and provides for the regulation and registration of pharmacy benefits managers.

Thursday, March 12
Senate Public Health and Welfare – 8:30 a.m. – Room 142S
Hearing: House Bill 2528 – Requires all Kansas State Board of Nursing actions related to nonpractice violations be void, allows for late license renewal for professional, practical and advanced practice registered nurses, sets fees for late license renewal, limits unprofessional conduct to acts related to the practice of nursing, prohibits the board from taking retaliatory action against a licensee based on certain lawful actions and creates a civil cause of action for violation thereof, requires board members to be subject to Senate confirmation and requires the board to issue refunds for overpayment or duplicate payment.
House Bill 2536 – Requires proposed guardians for certain adults who have a cognitive impairment or are diagnosed with a neurological condition to complete training approved by the secretary of the Kansas Department for Aging and Disability Services prior to appointment as a guardian.

Senate Select Committee on Veterans Affairs – 12:00 p.m. – Room 144S
Discussion and action: House Bill 2627 – Expands permissive preference in private employment to include current servicemembers and eligible spouses.
