Legislative Coordinating Council Meets

Board Meeting (April 30, 2026) – Today, the Legislative Coordinating Council met for the first time following the wrap-up of the 2026 legislative session. Among items discussed were:

The committee approved annual travel authorization for the National Uniform Law Commission and the Geological Survey, which will be held June 8-9 in Scott City.

The committee approved interim committee meetings for the Joint Rules and Regulations and said the full list, totaling 67 days, will be reviewed when they meet in May and June.

The committee held a closed discussion on the open position of Director of Legislative Administrative Services and announced that Matt Billingsly, who currently works in the Senate Majority Leader's Office, will be the new director, taking over from Tom Day, who is retiring.

The committee received an update on the KLISS Legislative modernization project. The committee heard from the new chief information technology officer. The committee discussed giving the vendor until June 1 to complete a phase I test with legislators, followed by in-house and developer changes for phase 2, with the final project by September.

Legislators asked about the new website, which was redesigned to meet a new Department of Justice requirement and cost expectations. The committee heard from the CITO about requests and recommendations regarding workstations, as well as about moving from leasing to ownership of equipment.

The committee discussed legislative tracking services and the upcoming contract deadlines. The committee considered one- and two-year extension options, settling on a six-month, pro-rated version with a request for proposal review in the coming months.

The committee will meet again in May.
