House Insurance Committee Holds Informational Hearing on Insulin Coverage

Immunize (March 9, 2026) – Today, the House Insurance Committee heard Senate Bill 422. The bill reorganizes certain provisions that apply to foreign insurance companies seeking authorization to do business in Kansas, authorizes the suspension or revocation of a nonresident agent's license without notice and opportunity for a hearing following notification to the commissioner of insurance that such nonresident agent no longer holds a home state license and requires agents and public adjusters to respond to inquiries from the commissioner. The committee heard from a proponent conferee from the Kansas Department of Insurance.

Next, the committee held an informational hearing on House Bill 2684. The bill provides price limits and other requirements for health benefits that cover prescription insulin drugs and establishes the Insulin Affordability Program for the Uninsured.

Conferees appearing to testify included:

  • Rep. Angela Stiens (R-Overland Park) shared that her husband and son are both on insulin and shared complications that are possible without insulin caps. She shared a bit about the personal expenses and the benefits of setting a ceiling.
  • Kirsten Jorsten of the Missouri Hospital Association, as a patient, shared her personal experience.
  • Nathan Pettengill, a parent of a Type 1 patient and teacher to Type 1 diabetic patient, emphasized the importance of this bill.
  • Michael Glassner, Americans for Lower Drug Prices

The committee will meet again on Wednesday.
