House Health and Human Services Committee Passes AA Bill and Others Out of Committee

Kansas Capitol Sunset (Feb. 11, 2026) – Today, the House Health and Human Services Committee held hearings on the following bills:

House Bill 2740 adopts compounding standards established by the United States pharmacopeia and allows for exemptions from such standards. The sole conferee was Alexandra Blasi with the Kansas Board of Pharmacy.

House Bill 2765 adds and removes certain substances in Schedules I, III and IV of the Uniform Controlled Substances Act and makes conforming changes to the criminal code definition of fentanyl-related controlled substances. The committee heard from Alexandra Blasi with the Kansas Board of Pharmacy and the Kansas Bureau of Investigation as proponents. Opponent testimony was provided by the Global Kratom Coalition, Nick Reinecker private citizen.

The committee pulled the hearing on House Bill 2506, which establishes the addiction counselor apprentice license and sets fees for such a license. While parties negotiate on the bill, they committed to reporting on progress by July 1, 2026.

The committee also worked House Bill 2368, which provides for the licensure of anesthesiologist assistants. The committee made a motion to amend the bill from 2024 to 2025 and recommended the bill favorably for passage. It will now go to the full House. No votes were recorded from committee members: Oropeza, Ellis, Droge, McDonald, and Reavis.

House Bill 2520 increases the number of allowed residents in a home plus facility from 12 to 16. The bill was amended and recommended favorably for passage. It will now go to the full House.

The committee will meet again tomorrow.
