(March 23, 2026) – Today, the House Health and Senate Public Health and Welfare Conference Committee met. The six conferees agreed to the following conference committee reports:
Combining all compact bills and inserting the contents into a conference committee report on House Bill 2533.
Combining all medication-related bills into the conference committee report on House Bill 2250, which will contain:
House Bill 2250 allows an expired emergency opioid antagonist for a person rendering aid to another in reasonable need of medical assistance:
- Former House Bill 2587 authorizes a licensed private psychiatric hospital to maintain a stock supply of emergency medication kits for pharmaceutical emergencies.
- Former Senate Bill 328 permits a pharmacist to distribute pre-measured doses of epinephrine to a school for emergency medication kits.
- Former Senate Bill 448 permits the use of expedited partner therapy to treat a sexually transmitted disease.
The group also agreed to the House Bill 2068 conference committee report, which will now include pharmacy provisions of the following:
- House Bill 2676 permits a pharmacist to initiate therapy for certain conditions consistent with the pharmacist's education, training and experience, adds pharmacists who initiate such therapy to the Kansas Health Care Stabilization Fund and allows a pharmacist to dispense a one-time emergency refill of a noncontrolled prescription drug for up to a 90-day supply when no refills remain.
- House Bill 2740 adopts compounding standards established by the United States pharmacopeia and allowing for exemptions from such standards.
- Senate Bill 322 removes the authority of the Kansas Board of Pharmacy to authorize individuals to access the prescription monitoring program database by rules and regulations.
- Senate Bill 431 establishes the remote practice of pharmacy, requires certain conditions for such practice and limits activities performed under such practice.
The conference committee will continue to meet throughout the week.
