House Debates Public Construction Contracts Bill and Takes Final Action Votes

House of Representatives (March 5, 2026) – Today, the Kansas House debated Senate Bill 335, which amends the Kansas Fairness in Public Construction Contract Act; requires such contracts to include a mutual waiver of consequential damages. The bill previously passed the Senate 37-2 and passed the House 84-35.

The House also debated the following bills:

House Sub for Sub Senate Bill 33 provides that countywide retailers' sales tax is apportioned based on total assessed valuations of the county and cities within the county, rather than property taxes levied. The bill passed 107-11.

House Bill 2767 establishes the Kansas Military Affairs Commission; prescribes the powers and duties thereof. The bill passed 115-3.

The House also took final action votes on the following:

House Bill 2712 increases the authority for a countywide retailers' sales tax and provides for the dedicated apportionment of special purpose tax revenues up to two percent; limits special purpose taxes to 10 years; requires certain reporting to the Kansas Department of Revenue for administration of such tax. The bill passed 108-11.

House Resolution 6033 approves the Gaming Compact between the Wyandotte Nation and the State of Kansas. The Resolution passed 99-20.

Senate Bill 299 relates to the Supreme Court Nominating Commission; requires certain records of the commission to be released under the Open Records Act. The bill passed 87-32.
