(March 25, 2026) – Yesterday, the Health Conference Committee met again. The members of the Senate Public Health and Welfare Committee and the House Health Committee agreed to the following:
The House Bill 2509 package will include the contents of House Bill 2509, which adds advanced practice registered nurses to the definition of the Kansas Health Care Stabilization Fund and also includes the contents of Senate Bill 430, which allows physical therapists to perform capillary blood tests.
Senate Bill 327 will now include the language around limiting Bethell Committee meetings and language from Senate Bill 271, which updates eligibility for the Kansas Children's Health Insurance Program.
Senate Bill 497 will now include the language adding kratom to the Schedule I drug list and the contents of House Bill 2765, which makes certain changes to the Uniform Controlled Substances Act.
The conference committee also agreed to House Bill 2528, which deals with the Kansas State Board of Nursing. The committee agreed to the Senate amendments but will run an agree to disagree.
The conference committee report will now run across the House and Senate for final votes.
