State Budget Bill Passes

Budget Plan (April 9, 2021) – Today, the state budget, contained in House Bill 2007 Conference Committee Report, was passed by both the House and Senate. The state budget was assembled after nine rounds of negotiations between members of the House Appropriations Committee and the Senate Ways and Means Committee. The conference committee worked through more than 130 items that were different between the chambers. Kansas Hospital Association staff followed closely the items impacting hospitals. Below are a few of the highlighted items:

  • The Legislature did not include the two percent across the board cuts or similar cuts related to performance-based budget compliance.
  • The Legislature agreed to add language directing the Kansas Department for Aging and Disability Services to make expenditures to lift the moratorium on admission at any of the state hospitals and direct the agency to make no expenditures which impose a moratorium on admissions at any state hospital. The committee tied the provisions to an agreed-upon date of Oct. 1, 2021, to ensure expectations of compliance are met.

House Bill 2007 passed the Senate on a vote of 21-14 and the House on a vote of 70-53.
