(July 9, 2021) – Today, the Joint Committee on Administrative Rules and Regulations, chaired by Representative Barbara Wasinger (R-Hays), met to discuss agency regulatory changes being proposed by Kansas agencies. The committee heard from the 911 Coordinating Council, Kansas Department of Revenue, Department of Labor, Department of Education and the Kansas Board of Cosmetology. Of the regulations proposed for repeal by the Kansas Board of Cosmetology was K.A.R. 69-6-3, which allows licensed cosmetologists to provide services out of a salon in instances such as in long-term care facilities and hospitals. The Kansas Hospital Association
joined LeadingAge Kansas to oppose the repeal of K.A.R. 69-6-3. The Legislative Committee expressed disagreement with the board's proposal and process. They commented they are working toward legislation to eliminate the enactment of this repeal. The committee directed the executive director to go back to the board and ask them to take this proposal off the table. The board president, who joined virtually to provide testimony, agreed to support the legislative recommendation to eliminate the regulation repeal before the full board.
