2013 Federal Legislative Guide

The Kansas Hospital Association Federal Legislative Guide has been updated to include several additional bills that have been introduced during the past couple months. The Guide lists the bills, a brief synopsis of the legislation and any co-sponsorships by Kansas Congressional members. The Federal Legislative Guide continues to be updated periodically. Below are a few bills being supported by KHA.

S.183/H.R. 2053 - Hospital Payment Fairness Act of 2013: amends the Patient Protection and Affordable Care Act to sunset on Oct. 1, 2013, the application of budget neutrality on a national basis in the calculation of the Medicare hospital wage index floor. Co-sponsored by Senators Roberts and Moran; Representatives Huelskamp, Jenkins, Pompeo and Yoder.

S. 842/H.R. 1787- Rural Hospital Access Act of 2013: extends through fiscal year 2014 the Medicare-Dependent Hospital Program and the targeted payments under the Medicare Low-Volume Hospital program. Co-sponsored by Sen. Moran.

S. 1012/H.R. 1250 - Medicare Audit Improvement Act of 2013: aims to improve operations of recovery auditors under the Medicare Integrity Program and increase transparency and accuracy in audits conducted by contractors. Co-sponsored by Reps. Huelskamp, Pompeo and Yoder.

S. 1143 - Protecting Access to Rural Therapy Services Act: addresses the Centers for Medicare and Medicaid Services' interpretation relating to physician supervision requirements. Sponsored by Sen. Moran.

H.R. 1920 - DSH Reduction Relief Act of 2013: delays for two years until FY 2016 any reductions in the Medicare and Medicaid Disproportionate Share Hospital program.

H.R. 2329 - Administrative Relief and Accurate Medicare Payments Act of 2013: extends the period that a hospital may re-submit bills under Medicare Part B and limits the look-back period for Recovery Audit Contractors to three years. Co-sponsored by Rep. Jenkins.
